Recall that just hours after taking office as the US president, Trump ordered a 90-day break in foreign aid pending a review of the effectiveness and consistency of his foreign policy, but the scope of the order was not known.
Effective immediately, the State Department's order said senior officials would ensure no new foreign aid commitments were made, to the maximum extent allowed by law, until Rubio made a decision after a review.
