"The political-state figures of Artsakh want to preserve at any cost the formal status of the state institutions of Artsakh.
Although the Pashinyan-Aliev tandem is doing everything to prevent them from functioning, and not even to use the word "Artsakh", we are talking about the institutions of the National Assembly, the government and the president.
For several months, an expert group has been formed for this purpose, they are discussing legal solutions: how to make sure that after the expiration of the mandate of the National Assembly, it is not dissolved, and the president retains his status.
In the case of the National Assembly, they found a solution: there is a wording in the law. "The powers of the National Assembly cease during the first session of the National Assembly of the next convocation", so in May of next year, when the 5 years stipulated by the law of the convocation of the Parliament will be over, referring to the mentioned clause, the people of Artsakh will declare that the powers of the Parliament have not ended and will end when the next session is convened.
We were told that a similar clause might be established for the president. By the way, all these bodies will operate on a public basis, without a budget and remuneration."
