In the first reading, the National Assembly adopted the legislative package "On Amendments and Additions to the Law "On Citizenship of the Republic of Armenia" and "On Amendments and Additions to the Law "On State Duties", which proposes to establish an electronic application process for obtaining citizenship and terminating citizenship. Procedure: Presenting the legislative initiative on December 3, Deputy Minister of Internal Affairs Armen Ghazaryan emphasized that the administration related to citizenship is currently carried out on paper, which causes additional complications for the persons applying for citizenship and the administrative body.
Taking into account the existence of a number of security circumstances, the need for primary identification of a person, the verification of security features of documents, the provision of submitting documents in person is maintained, but the possibility of submitting documents in electronic version in advance is planned.
In that case, the competent authority will check their completeness, rule out the fact that the applicant is a citizen of the Republic of Armenia, after which only the applicant will have the opportunity to register and present the documents personally to the authorized body or the relevant embassy or consular institution operating in a foreign country.
It is also possible to make all kinds of requests regarding the person who is applying for citizenship or who wants to terminate the citizenship to other relevant bodies: the State Revenue Committee, the Ministry of Defense, the Police, the National Security Service, etc. It is expected that the electronic procedure will also speed up the processing of the case administrative processes, as all state bodies involved in citizenship granting and termination proceedings will have access to the said program, receive and respond to requests online, a series of procedures the system will perform processes automatically.
A 15-day period for supplementing the documents is also provided during the initial examination of the electronic application, and in the event that the completeness is not ensured within the specified period, the application process will be suspended, in accordance with the law, and the possibility of re-submission is planned state fees for obtaining citizenship and terminating citizenship, setting 50,000 and 150,000 drams, respectively 1,000 and instead of 25,000 drams.
According to Armen Ghazaryan, the current tax rates were set in 1997 and have not been revised for nearly 30 years.
