Yesterday, the "Armenia" faction held a discussion in the parliament on the issue of citizenship of Artsakh citizens, in which, surprisingly, neither the partner "I have honor" faction nor the members of the Communist Party participated.
From the ruling faction, only Vilen Gabrielyan, who was born in Baku, at some point laughed in the hall and quickly left.
Instead, representatives of the Artsakh legislative body, NGO sector, Artsakh HRD, lawyers and others participated.
According to them, the people of Artsakh are not in a hurry to apply for RA citizenship, having an important concern that they will lose their right to return to their homeland.
According to HRD Gegham Stepanyan, until 2023, the passport with code 070 given to Artsakh citizens gave the person all the rights that an RA citizen had, the only exception was the right to vote, and after being registered in Armenia and included in the electoral lists, the person was also able to exercise his electoral rights. Artsakh citizens with passports with code 070 could easily work in the public service sector of Armenia, something that was available only to citizens of Armenia by law.
Meanwhile, newly appointed Deputy Minister of Justice Armen Ghazaryan assured that the acquisition of citizenship does not in any way contradict the right to return to Nagorno-Karabakh, it is clearly established in international law.
