The six-party cooperation format initiative in the South Caucasus was launched at the end of 2020 by the leaders of Azerbaijan and Turkey, Ilham Aliyev and Recep Tayyip Erdogan. It was later called “3+3.” Russia and Iran welcomed the idea, and Armenia also joined the format. Georgia has announced that it does not plan to participate in the initiative. On December 10, 2021, the first meeting of the consultative regional platform at the level of deputy foreign ministers of five countries took place in Moscow.
