The national certification program of scientific personnel is aimed at the effective and smooth implementation of the process of national certification of scientific personnel in accordance with the minimum standards set for scientific and engineering positions in scientific state organizations and scientific units of higher educational institutions in 2026 and checking the compliance to occupy engineering and technical positions.
National certification was carried out in 2021 by the organizations in accordance with the deadline set by Article 17 of the Law on "Scientific and Scientific and Technical Activities", the results of which were the basis for every year from January 1, 2022 to 2025. , to the gradual increase of the salary of the scientific personnel included in the programs implemented with the base funding of scientific and scientific and technical activities of the state budget of Armenia, bringing it to the republic of comparable and comparable values in the state system.
The next national certification is planned to be carried out in 2026.
It is recommended to approve the draft of the government's decision "On approving the national certification program of scientific personnel", which will ensure the effective and smooth process of national certification of scientific personnel in accordance with the minimum standards set for scientific and engineering positions in the scientific departments of universities in 2026 and checking the compliance of occupying engineering and technical positions. implementation.
According to the Ministry, as a result of the adoption of the project, the classification of scientific workers meeting high efficiency requirements and the funding allocated to scientific departments according to the list of positions of scientific workers, the salaries of scientific and engineering personnel will be revised, as well as contribute to increasing the efficiency of state funding in the field of science.
