The preliminary investigation conducted in the multi-case criminal proceedings examined by the RA Anti-Corruption Committee revealed cases of receiving and giving bribes in the private sector, attempting to bribe officials, as well as receiving money under the pretext of bribery and committing other crimes of a corrupt nature in order to exempt conscripts from mandatory military service.
This is reported by the Anti-Corruption Committee.
In particular, it was found that G. M. intended to organize the process of releasing his son from military service in the absence of legal grounds by bribing officials, and for this purpose he turned to his close friend, former employee of the RA Ministry of Defense B. H., who agreed to assist in bribing relevant officials.
After that, learning that the friend of his acquaintance, A. M. has close relations with doctor S. of one of the medical centers operating in Yerevan. A. applied with H. through his acquaintance. M. to organize the process of release from compulsory military service through the doctors of the aforementioned medical institution.
For this purpose A. M. met doctor S. with H., who expressed his willingness to discuss the issue of granting a conscript a deferment from mandatory military service in return for a bribe of 13,000 USD on the basis of a fake illness.
Then, on June 17, 2023, the conscript's father B. He transferred the said bribe amount to H., which the latter in turn transferred to A. to M.
On July 26, 2023 B. H. is A. informed M. that his son was given a deferral from military service, but the investigation revealed that S. In order to organize the process of finally releasing the conscript from military service, H. did not actually turn to any authorized official and the agreed sum of 13,000 US dollars under the pretext of bribe mediation, A. He did not demand and received from M., and the latter used the money for his own needs, losing it in the casino.
In addition, the preliminary examination revealed that another conscript was referred to the same medical center mentioned above, where A. M. met S. again. H. and had discussions with the latter, then the conscript's father, A. P. was informed that it is possible to get a final solution to the issue of his son's release from military service. M. S. presented to H. a proposal to receive a bribe in order to continue the necessary medical examinations and to create grounds under the guise of exemption from conscription, which Dr. S. H. accepted and on July 3, 2023 A. received the 300 USD bribe given by the conscript's father through M.
In addition, during the preliminary investigation of the said criminal proceedings, two cases of issuing a driver's license of categories "B" and "C" by an official in exchange for a bribe were revealed. S. K. A. From M. and another person A. received a total of AMD 600,000 in bribes through A., in return for which the highway inspector, without checking the theoretical knowledge and practical skills of driving a vehicle, issued them driving licenses.
Charges were brought against 8 persons, including: A. M., doctor of the medical center S. H., assisted by B. H. and S. M., as well as traffic inspector S. K. The preliminary investigation in the criminal proceedings has been completed, and the materials of the proceedings have been sent to the court for examination on the merits.
Notice: the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a legally binding court verdict.
