“Yerevan Mayor Tigran Avinyan suddenly remembered that he could also terminate the contract with the construction company and blacklist them. According to “Zhoghovurd”, the issue of installing substandard pipes during the construction of the irrigation network on Azatutyan Avenue is not new; this situation has been ongoing for about 6-7 months already, but there are questions regarding the effectiveness of the timely measures taken by the City Hall and the respective administrative district to resolve the problem. And now, when the issue has not been properly resolved for months, Tigran Avinyan orders the urgent termination of the contract and the inclusion of the company on the blacklist.”
This raises the question: where were the responsible persons of the City Hall during these months, who was controlling the quality of the work, and why has the necessity to terminate the contract become urgent only now? If the pipes were substandard, how is it that the problem was not prevented in time, and why have citizens had to face the consequences for months?
According to “Zhoghovurd”’s information, there are also problems related to the quality of construction work and pipe installation in the Arabkir administrative district, specifically in certain parts of the “Modena” building construction. Our sources indicate that questions have also arisen regarding the proper execution of the works there. This circumstance requires additional investigation to determine whether the two cases are connected to the same contractor. Due to this shameful situation, constant traffic jams are occurring in the mentioned area.
It turns out that for the city authorities, the decision to terminate the contract and blacklist the company has only now become urgent, whereas supervision of the quality of public works should be carried out not after months of problems dragging on, but from the very beginning and simultaneously.”
