"The video and recording published yesterday by the Anti-Corruption Committee not only reveal the details of the criminal proceedings regarding the demand and acceptance of bribes by the former head of the Armenian History Chair of the Faculty of History of Yerevan State University, but also raise serious questions about the effectiveness of state control over university admissions.
According to the data published by the Anti-corruption Committee, Edik Minasyan, who has held the position of the head of the chair since September 3, 2023, using his official position and influence on the admission committee, promised to ensure the applicant's admission to YSU. At first, the requested amount was 5,000 USD, then as a result of negotiations, it decreased to 4,000 USD.
In other words, it is not just about the possible corrupt behavior of one official. The case immediately raises the question: how was it possible to propose and discuss such a deal in the admission system under state control, and how did the dean have an influence on other structures outside the University? "Zhoghovurd" daily once again investigated and found out that the Ministry of Education and Culture and the Assessment and Testing Center play a key role in the university admission process. And from both institutions, the public has been presented with the approach for years that the mechanisms of organization and control of examinations should exclude corruption risks as much as possible.
The public should receive clear answers from the Ministry of Education and Culture and the State Technical Committee on the control of the admission process, how the official of YSU could influence the admission of applicants.
The anti-corruption committee again bypassed the Ministry of Internal Affairs and Communications, with Minister Zhanna Andreasyan, and the National Committee of Internal Affairs and Communications, with Director Armen Pashayan. Now they have to answer a much simpler question: if the system was really controlled, how did the $4,000 "reception" deal get inside it?"
