The award was given to the head of the community for his support in the field of education and culture, for contributing to the initiatives aimed at the development and preservation of culture, and for his contribution to the activation of the community's cultural life. The "Hovhannes Tumanyan-150" medal symbolizes the appreciation of the creative heritage of the famous Armenian poet Hovhannes Tumanyan and respect for his memory. The head of the Spitak community thanked the members of the "ARVESTAGET" educational and cultural non-governmental organization for their high appreciation and trust." What does Kajair Nikoghosyan have to do with culture and Hovhannes Tumanyan? He is characterized by the scandals in which he regularly appeared. During the pre-election campaign of the CP party, the journalist of "Azatutyun" radio station, seeing that he muttered something under his breath, asked the leader of the White community. "Do you have something to say, Mr. Nikoghosyan?" to which he replied: "To you, even more so, no, to you, even more so, no. You are not the kind of person to tell you anything. The Corruption Prevention Commission initiated proceedings in this regard. I learned from the commission that it was recorded that the head of the Spitak community K. Nikoghosyan violated the rules of conduct of persons holding public office while communicating with the journalist, his behavior is incompatible with the behavior of a public official. The relevant conclusion was adopted in 2026. On August 5, as a result of the study carried out as part of the proceedings, it was sent to Kajayr Nikoghosyan. And in 2025, the head of the community K. Nikoghosyan organized a backgammon championship, took part in it and took third place in the championship, for which he awarded himself 90,000 drams from the community budget. K. Nikoghosyan decided to ask for an explanation regarding that old event after the last proceedings and decision initiated against him at the Central Criminal Court. He asked the Corruption Prevention Commission if there is a conflict of interest that he participated in the tournament named after him and received a monetary reward of 90 thousand drams from the budget of the community he leads.
In the text of the request, he also expressed his willingness to return the money if the commission confirms the conflict of interests. In the response of the commission, it is stated that the head of the community allocated money from the local budget for the competition and he himself received a monetary award, which is an obvious conflict of interests. Then K. Nikoghosyan returned 90 thousand drams to the community budget.
