The draft law "On Responsible Treatment of Animals" was discussed and received a positive conclusion


Legal relations with non-wild animals in the Republic of Armenia, except for agricultural purposes, do not have clear regulations. The field of complex and complete regulations related to animals used for domestic, stray, service, exhibition, sports and entertainment events is open.

This was stated by MP Mary Galstyan, at the regular session of the NA Territorial Administration, Local Self-Government, Agriculture and Environmental Protection, presenting the draft law "On Responsible Treatment of Animals" authored by her and MP Arusyak Manavazyan, with the attached legislative package, at the regular session of November 26. legal relations.
According to Mary Galstyan, the proposed regulations will not apply to legal relations related to agricultural, hunting, as well as animals that have a harmful effect on human life. It was noted that during the development of the projects, the authors studied the field experience of about 20 countries. Discussions were held with the participation of members of the working group on animal protection issues, representatives of non-governmental organizations, experts, animal lovers, and representatives of state bodies. Separate regulations of the package refer to the solution of the problem related to stray animals, particularly dogs.

In particular, it is planned to build an animal shelter in 3 regional centers - a place where stray, lost or abandoned animals will be fed, treated or kept, as well as animals handed over for temporary storage and feeding.

Liability is provided for abandoning animals. As a result of the adoption and implementation of the projects, it is expected to reduce cruel and irresponsible actions towards animals and to have legal mechanisms that will ensure the well-being and protection of animals. The commission gave a positive conclusion to the legislative package.
