Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Azerbaijan Mikhail Evdokimov was summoned to the Ministry of Foreign Affairs of the country. The Ministry of Foreign Affairs of Azerbaijan informed that a note was sent to him.
During the meeting, a sharp protest was expressed regarding the fact that on November 14, around 01:00, as a result of missile and drone attacks on the capital of Ukraine, Kiev, one of the "Iskander" missiles fell on the territory of the embassy, in connection with which a note was handed to the ambassador. It was noted that the last explosion completely destroyed a part of the fence of the embassy, damaged structures, official vehicles, the administrative building and the consular section of the embassy, and also caused significant damage to the territory of the diplomatic mission. Fortunately, no casualties were reported.
The ambassador was reminded that similar missile attacks, which contradict the norms and principles of international law, took place in the past. In particular, as a result of an airstrike on March 10, 2022, the building of the honorary consulate of Azerbaijan in Kharkiv was seriously damaged, and the official car became unusable. On January 2, 2024, as a result of a Russian airstrike with a "Kinzhal" missile, a crater with a diameter of about 3 meters appeared approximately 35 steps away from the administrative building of the embassy, unexploded ammunition was found.
On August 28, 2025, as a result of an airstrike about 50 meters away from the building of the Azerbaijani embassy in Ukraine, the administrative building of the embassy and the consular section, the ambassador's residence, as well as serious damage was caused to the territory of the diplomatic mission.
In addition, on August 8 and 18, 2025, as a result of drone attacks on the SOCAR oil depot in Odesa region, employees were injured and infrastructure was significantly damaged.
During the meeting, it was emphasized that all these facts raise questions about the targeted nature of the missile strikes.
It was also noted that the coordinates of the buildings of diplomatic missions of Azerbaijan in Ukraine were provided to the Russian side by official notes back in April 2022. It was reported that the coordinates will be taken into account by the Ministry of Defense of Russia.
At the meeting, it was emphasized that such attacks on Azerbaijan's diplomatic missions are unacceptable, and it was demanded that the Russian side conduct an appropriate investigation with a detailed explanation.
