He called Joe Biden's administration unresponsive to communicate with Moscow and indicate the need for direct contact between the two countries.
"This does not mean that we will be allies or friendly countries if the conditions are not changed, but we must at least be able to communicate with them to prevent possible miscalculations and avoid a military conflict," he said.
