Impunity continues in Azerbaijan for the abuses of the conflict over the Nagorno Karabakh conflict. This is stated in the April 2025 report of Amnesty International's "Status of Human Rights".

The PACE again condemned the military operation of Azerbaijan in September 2023, which led to the entire Armenian population of Nagorno-Karabakh, deportation of more than 100,000 people to Armenia. The right of their safe and decent return was ignored, "the report said.
