The draft agreement on the establishment of peace and interstate relations between Armenia and Azerbaijan has been agreed, negotiations on the agreement on the project, completed. RA Prime Minister Nikol Pashinyan wrote about this on the Facebook page.

"This means that we have entered the discussion phase on the signing of the agreement and I have stated that I am ready to put my signature on behalf of the people of Armenia.

Azerbaijan connects the signing of the agreement with the two issues. The first of them is the liquidation of the OSCE Minsk Group structures. I have said many times that it is an understandable agenda for the Republic of Armenia. If we close the Nagorno-Karabakh conflict page, we do it, what makes sense of the existence of a conflict structure. But the OSCE Minsk Group has a wider context, and we want to make sure that Azerbaijan does not consider the liquidation of the Minsk Group as a step towards closing the Armenia-Azerbaijan conflict in Azerbaijan and transfer to the sovereign territory of the Republic of Armenia. To dispel this concern, we offer Azerbaijan the peace agreement and sign the joint application on the OSCE to dissolve the Minsk Group at the same time. In other words, to put the peace agreement on the table, and the same place to resolve the OSCE Minsk Group in the same place, at the same time both first and the second. This is the official proposal.

The next issue that Azerbaijan puts forward in the context of signing a peace agreement is its claim that the Constitution of the Republic of Armenia contains territorial claims against Azerbaijan. I think we must first try to move on to this question that Azerbaijan poses this issue as a sincere concern, not a pretext of not to sign a peace agreement, as a number of experts think.

We ourselves must understand the essence of the problem, the political and legal content of the problem. Therefore, we must say that only the Constitutional Court of the Republic of Armenia, that is, the Constitutional Court, the Body that may state that the Constitution of the Republic of Armenia may state the Constitutional Court.

In September 2024, our Constitutional Court was subject to the regulations of the State Border on the Dimination of the Republic of Armenia and the Republic of Azerbaijan and the Republic of Azerbaijan and the Republic of Armenia. This means that our Constitutional Court noted that the territory of the Alma-Ata declaration is identical to the territory of Soviet Armenia, and on October 6, 2022 in Prague, fully met the Constitution of the Republic of Armenia. And therefore, the authority authorized to comment on the Constitution of Armenia has determined that there are no territorial claims to Azerbaijan or any other country in the RA Constitution. I repeat this, it is a non-determined decision of the higher legal force.

But on the other hand, as I had the opportunity to say, we see territorial claims to the Republic of Armenia in the Constitution of the Republic of Azerbaijan. But we do not raise this issue, because the draft agreement between Armenia and Azerbaijan is a solution that the parties do not have territorial claims and are obliged to recognize such demands in the future.

So, if we admit that Azerbaijan's position on our Constitution is not an excuse, but sincere concern, the most effective way to dispel that concern is not to sign the agreement, but signing. Why? Because by our legislation, the government is obliged to send the text of the peace agreement to the RA Constitutional Court to test its compliance with our Constitution.

Although experts in 2025 After the decision of the Constitutional Court, such a probability does not consider that the Constitutional Court decides that the text of the Armenian-Azerbaijan agreement does not comply with the RA Constitution, then the Republic of Armenia will have a specific situation, and the election of peace and the conflict.

But if the Armenian Constitutional Court decides that the text of the Armenian and Azerbaijan agreement is in the National Assembly.

This means that the peace agreement will receive the highest legal force in Armenia, as well as its current position on the peace agreement, that it is the basis for many experts to say that Azerbaijan is delaying the signing of a peace agreement with just imaginary.

I will emphasize again for not being misunderstood. In case of any interpretation, the path to the addressing of Azerbaijan's issues raised is not a peace agreement, but the signature. And since we also have similar questions, the same is true of the Republic of Armenia.

Contrary to all the difficulties and complications, we will not personally deviate from the agenda of peace. It is obvious that both in Armenia and those outside Armenia are carrying out the daily propaganda of the war, and it applies to specific actions aimed at bringing it to life. Among these actions, Azerbaijan's war rule is distinguished by the actions of the Republic of Armenia, which are reflected in Armenia with false accusations of ceasefire and frequent violations of the ceasefire by the Azerbaijani Armed Forces, if not everyday. These violations are mainly not obtained, although two concrete cases of targeting the village of Khagakh in Syunik region have been registered in the last month.

But no loved shots were heard in several settlements of our republic. These shootings or are a consequence of disrespectfulness in the Azerbaijani Armed Forces or have psychological pressure on the population of these settlements. The Republic of Armenia calls on the Republic of Azerbaijan to investigate these cases and take measures to stop them.

I reaffirm that I have given the Armenian army a clear direction not to break the ceasefire, and the Republic of Armenia is ready to examine the information about the ceasefire violation by our army. At the same time, I offer Azerbaijan a joint mechanism for investigating border incidents, including ceasefire violations, which will be operational every day.

In this context, I consider it necessary to address all the talks that are predicted by a new Armenia-Azerbaijan aggravation and even a new war.

There is no justification for the war. Armenia and Azerbaijan have recognized each other's territorial integrity, sovereignty, the inviolability of internationally recognized borders, inadmissibility of using the threat of force and force.

Based on these realities, all the forces and individuals in Armenia and Azerbaijan are urging them to be extremely responsible, do not make statements that directly or indirectly contradict the mentioned logic, do not doubt this logic. It has no prospects.

The peoples of Armenia and Azerbaijan deserve peace and peaceful coexistence. There will be no war, there will be peace, "he wrote.
