The International Center for Development of Parliamentarism will submit an extensive report on the snap elections of the Gyumri Council of Elders to the CEC.
As the head of the center Gohar Meloyan stated at the meeting with journalists, the report will consist of two parts, some of those registered during the election campaign will be included in the election day.
Meloyan first mentioned that several officials threatened to sue the center's observers for defamation, the head of the center is waiting for the lawsuits.
"Unfounded, false, manipulative allegations have been heard about us, I expect public apology to spread slander and insult on our impartial activities," said the head of the NGO.
Touching upon the violations registered on the voting day, the presidential president said that the violations started to register from dawn, when the cameras that provide live broadcast were launched.
"In a number of polling centers, the cameras were so that the voting was not seen. Most of the technical devices, through which the citizens were registered, did not know, "Meloyan said.
The next task was that many polling stations were housed in heavy rooms, in which it was difficult to vote.
"Content violations were quite often repeated. When the citizen approaches, a member of the Commission must gather all ballots pieces, transfer it to him. However, there were cases when a member of the committee formed a priority, giving the citizen. In my presence, there was a case when the citizen entered by the voting stated that he did not find the ballot paper of his preferred force. In this case, the commission interfered, confused, I suggested to repay those ballots, provide a new gathering, "said the head of the center.
He noted that often the ballot No. 6 has been set in the opposite direction, which is likely to be confused with the ballot number 9.
"It is possible that it is not a deliberation, but it has been a few times such a statement. There have been cases when the citizen threw the envelope into the ballot box without posting the stamp. In that case, the ballot is declared invalid, "Meloyan said.
Large-scale violations were registered on polling stations on accumulations and guidelines.
"We have discovered schematic activities of proxies of the CPA in the form of lists. I emphasize again, even some observation missions, said that people were counting, but we have dozens of examples recorded that they were not purely technical calculations, but contain notes. Our assertion is that it was not a net calculation, control was carried out, "said Gohar Meloyan, noting that the day was summarized in some polling stations.
The head of the NGO said that the media also cooperated with observers, which has been prevented by a number of violations.
