The head of the Hrazdan community Sevak Mikaelyan has signed a contract with his brother's company. "Hetq"

In January 2025, the Hrazdan community municipality signed agreements with Largo-Vinci LLC to obtain natural gas. The total amount of the agreement was 54 million 85 thousand drams, writes:"Hetq".

This is not the first time that Sevak Mikaelyan signs a contract with his brother's company. In 2022-2025, the mayor of Hrazdan signed 4 agreements with Largo Vinci LLC. The total amount of the contracts amounted to 209.5 million drams.

Largo-Vinci LLC was founded in 2018. The 100% shareholder of the company is Mekhak Mikaelyan.

The founder of "Largo-Vinc" LLC is Sasun Mikaelyan, a member of the NA "Civil Agreement" faction. After the change of government, in July 2018, Mikaelyan left the company and transferred its share to Avetik Mesropyan. Mesropyan is the son of Sasun Mikaelyan's son. Mekhak Mikaelyan became a 100% shareholder of Largo-Vinci LLC in 2022.

The Corruption Prevention Committee initiated a proceedings based on Hetq's publication in 2024 by Nakel Mikaelyan. On July 29, the commission decided to fine Sevak Mikaelyan for 300,000 drams.

On January 13, 2025, Sevak Mikaelyan applied to the Corruption Prevention Committee and said that the winner of the competition was the company owned by his brother.

Taking into account that the rules of the competition have been preserved, "Largo-Vinci" LLC has been the only participant who submitted a bidder, the CCP offered a statement on the conflict of interest. The announcement was announced on January 20, on the website of the Union.

According to Shopping expert Armine Burnazyan, there was no violation of the Law on Procurement. The Law on Procurement defines the situation of conflict of interest only for the members of the competition committee.

"Regardless of the law, there is no conflict of interests, but there may be a conflict of interest. Officials can always influence the procurement process in some way. They can at least possess information that other participants in the competition do not know and can pass information to their relatives, "Burnazyan said.
