According to the diplomat, neither Armenia nor Russia cannot claim that bilateral relations are in a sterile atmosphere, which will have no effect on the external environment. But there is a perception to neutralize the intended tension that some of the forces in the Armenian-Russian relations are trying to import from abroad.
