Nikol Pashinyan made a decision to start the 2026 budget process of the Republic of Armenia: "In accordance with Article 21, Part 1 of the Law of the Republic of Armenia "On the Budgetary System of the Republic of Armenia", in order to start the budget process of the Republic of Armenia for 2026: Approve the process of developing the state budget of the Republic of Armenia for 2026 - the schedule of implementation of the RA 2026-2028 State Medium-Term Expenditure Program and the RA 2026 State Budget projects, in accordance with of the application. Define that in the sense of this decision:
1) the public authority and territorial administration bodies of the Republic of Armenia, which are the main organizers of budgetary allocations provided by the Law of the Republic of Armenia "On the State Budget of the Republic of Armenia for 2025" are the main coordinators of budget allocations (hereinafter referred to as "the State Budget of the Republic of Armenia");
2) the base budget is considered to be the expenses related to the existing measures, which have been adjusted with the actual performance of the budget year preceding the current year and/or due to the influence of cost factors independent of the applicant, while the spending policy remains unchanged;
3) new initiatives are: a. the expansion of expenditure on measures, which, as a result of the change in expenditure policy, implies a new range of beneficiaries, b. expenditure on activities that, as a result of a change in spending policy, imply new service offerings.
To the heads of public authorities and territorial administration bodies of the Republic of Armenia
1) to ensure the preparation of the mid-term expenditure plan for 2026-2028 and budget funding applications for 2026 within the time limits specified in the schedule approved by point 1 of this decision and to submit them to the Ministry of Finance of the Republic of Armenia in accordance with the methodological instructions provided by the latter;
2) within the framework of the work on the development of the MDP project, as provided for in point 20 of the schedule approved by the annex to this decision, discussions on budget requests with civil society organizations interested in the given fields can be organized in an online format as well.
3) After the Law "On the State Budget of the Republic of Armenia for 2026" is approved by the National Assembly of the Republic of Armenia:
a. submit to the Ministry of Finance of the Republic of Armenia within a three-day period the quarterly distribution of allocations approved by the state budget of the Republic of Armenia for 2026, with relevant annexes,
b. submit to the Ministry of Finance of the Republic of Armenia within a five-day period the purchase plan to be carried out for the needs of the state at the expense of budget allocations during 2026;
4) To submit to the Ministry of Finance of the Republic of Armenia for the expenses related to construction works in 2026 of the Republic of Armenia, the project estimate documents approved in the prescribed manner and having received a positive conclusion of the examination, including the positive conclusion of the examination.
To propose to the Chief of Staff of the President of the Republic of Armenia, the Chief of Staff of the National Assembly of the Republic of Armenia,
Chairman of the Constitutional Court of the Republic of Armenia, Chairman of the Supreme Judicial Council of the Republic of Armenia, Prosecutor General of the Republic of Armenia, Chairman of the Investigative Committee of the Republic of Armenia,
Chairman of the Anti-Corruption Committee of the Republic of Armenia, Chairman of the Audit Chamber of the Republic of Armenia, Human Rights Defender of the Republic of Armenia, Chairman of the Public Services Regulatory Commission of the Republic of Armenia,
The Chairman of the Central Electoral Commission of the Republic of Armenia, the Chairman of the Television and Radio Commission, the Chairman of the Competition Protection Commission, the Chairman of the Public Broadcaster Council, the Chairman of the Corruption Prevention Commission and the Chairman of the Central Bank of the Republic of Armenia shall be guided by the schedule approved by point 1 of this decision."
