Welcoming the attendees, the Prime Minister noted that there are many dilemmas in our country and it is understandable that a certain part of these dilemmas is related to the judicial system and more intensive work is needed to address these dilemmas.

According to Nikol Pashinyan, there are certain formulas at the political and public level that everyone needs to answer. is the truth the reality?

These are questions that may seem very theoretical and philosophical, but in fact, these questions have a real impact in the real lives of real people, including the daily work of the executive branch," said the head of state.

The Prime Minister noted that when communicating with colleagues, he constantly tries to form a perception regarding a problem that the RA Government feels on its own skin.

"I have to admit that I also feel that in Armenia there is a somewhat subjective, and in a certain sense understandable, perception that the questions regarding the situation of justice and justice are mainly and mostly directed at the Prime Minister personally. Why? is this one detained, why is that one not detained, why is this one convicted, why is that one not convicted, why was this verdict passed and why was that verdict not passed?

No one thinks to go to the judges, to the judicial system, to ask these questions and get the answers. Everyone comes to the Government after those questions, turns to the political authorities, and this can be perceived as a result of a misunderstanding of the work of the state system.

But on the other hand, there is reality and objectivity here, because after all, it is the political power during the elections that points out the problems that the state administration system must implement and implement in the coming period," Nikol Pashinyan noted, adding that today's state administration system has an important feature. The Prime Minister emphasized that no other state body from time to time goes to the people and answers their questions, especially today, when the national elections concern only legislators and as a result: to the formation of executive power.

"I have to tell you directly, dear colleagues and dear judges, it is a direct reality, all the questions that are addressed to you, I answer all those questions.

I'm not saying this for any consequence, I'm saying it as a fact that we also have to take a stand on, is it true that it is or is it wrong that it is? you should help me to give the answers to those questions. If it is wrong, then you should help me so that those questions are not asked, said the head of the country. At the same time, the Prime Minister stressed that there are textbook truths that must be constantly recorded: it is impossible to imagine the development of the state without an independent judicial system, it is impossible to imagine the development of the economy.

Nikol Pashinyan noted that yesterday, in the presence of the President of the Republic, representatives of the Government and legislative authorities discussed strategic issues of the Armenian economy and the development of Armenia in general, because the Government's perception is unequivocal: the development of Armenia means the development of the Armenian economy.

"And the discussions in all directions led to the idea that no matter what program the Government implements, no matter what economic formula it introduces, the implementation of any formula is not possible if there is no independent judicial system, if there is no judicial system that inspires confidence in every citizen , to each business entity that he can manage the potential risks that may appear in the partnership relationship, because we are talking about investments, when does a person invest somewhere, when he calculates owns its risks and considers those risks to be manageable.

Nikol Pashinyan emphasized that he is not saying that this is the only factor of Armenia's development, but this is one of the cornerstone factors of Armenia's development, and the understanding that one of the key preconditions for development in Armenia is an independent judicial system is, in fact, a truth at the genetic level among the Government. is an indisputable truth. "This is also very important: from whom is the judicial system independent? I have always been of the belief that the judicial system cannot be independent from the people in the sense that the people are the source of any government in Armenia.

The people are the source of generating legislative power, the people are the source of generating executive power, the people are the source of generating power of local self-government bodies and the people should also be the source of generating judicial system.

Every place has its own mechanism, but when I think about why there is this breakup, I say that it is a different question, how objective and subjective.

The same applies to corruption, because when we discuss in the political team what is the reason that the initial perception that corruption is disappearing after the revolution has disappeared from Armenia, why is that perception not there today? for we have become corrupt.

But we understand that the perception of corruption is more important, of course, objectively, this perception is also formed by certain cases, including the activity of law enforcement agencies, which also operates within the framework of the Government's political will," said the Prime Minister.

According to Nikol Pashinyan, today, including current officials, are being arrested, detained, and sentenced, and this, according to the Prime Minister, means that this perception is not completely disconnected from the reality of the country's leader According to the speech, the question arises: why is the sense of fairness and justice in the Republic of Armenia at least not complete, because according to the Prime Minister, we also have a problem of organic connection of justice and justice with the only source of power of the people of Armenia.

"And this political problem, in my opinion, we have not yet been able to solve, and I think that this problem is waiting to be solved. But this is the case that the Government and the legislative power alone cannot solve this problem.

The task of all of us is that the people of the Republic of Armenia believe in their state, and the people of the Republic of Armenia will believe in their state if they believe in their legislative power, if they believe in their executive power, if they believe in their judicial power. where, no matter how separate the different branches of government are, they have a common problem.

That task is to have an organic connection with the people and their aspirations, moreover, I am not saying that the authorities should realize the aspirations and perceptions of the people at once. I am sure that it was shown what investment the Government has made recently, including in the field of justice, otherwise we would have followed the path of realizing the people's aspirations, which would be destructive for our state.

In other words, it would be a blow from which our state could not recover," said the Prime Minister.

Nikol Pashinyan emphasized that they followed the path of institutionalization, and the investment that was made in the establishment of institutions should be returned to the people in the form of their faith in their own state in an area where justice is considered more accessible to the so-called elites than to ordinary people.

This, according to the Prime Minister, also has objective reasons, because the meaning of justice depends on the extent to which a person has the opportunity to use the services of a professional lawyer, to use the services of a defense attorney: "And this is a reality that is difficult to overcome even in the most developed countries. but taking into account our characteristics, we must have a more complete perception every day and take more concrete steps, so as not to create the impression that justice and fairness are available only to the elites.

And on the contrary, the ordinary citizen of the Republic of Armenia has no opportunity, theoretical or practical chance to use it. we must achieve that justice and justice are synonyms in the Republic of Armenia, truth and justice are synonyms, legality, justice and truth are synonyms.
