The Ukrainian authorities have shown the political will to negotiate an end to the Russia-fomented conflict in Donbas, and the responsibility now lies entirely with Russia, which has to fulfill its obligations under the Minsk agreements, Political Counselor Gregory Macris of the U.S. Mission to the OSCE has said.
He said this at a meeting of the OSCE Permanent Council in Vienna on Thursday, November 14, according to an Ukrinform correspondent.

"Though these recent, positive developments are encouraging, the Russia-fomented conflict in eastern Ukraine is far from over, and much work remains to be done if the sides are to reach a true and lasting peace. The onus is now fully on Russia to move forward with its Minsk commitments," he said.

The U.S. diplomat stressed that Ukrainian President Volodymyr Zelensky and his administration "have demonstrated the political will to negotiate an end to the conflict."

"Russia needs to do the same and engage constructively at a long-overdue summit meeting of the Normandy Quartet," Macris said.
